No, she's a demagogue.
Intellectuals are defined (in numerous dictionaries) as those with the ability to examine and interpret rationally, without resorting to emotional appeal, or name calling. You can be intelligent without being an intellectual.

She is more intelligent than most people on YA. How many people here could pass the Bar Exam. If intellectual achievement was mutually exclusive with insulting people, Congress would flunk out of grade school.

Well, she is probably very intelligent. ... but and intellectual? No.
She obviously suffers some sort of mental problem - bi-polar disorder, manic depressive, something like that.
No one, with any brains, behaves the way she does and says the things she says without having serious problems between the ears.
