Can you wait for a couple of weeks. The day after Thanksgiving starts the Holiday shopping season. Every year, retailers drastically drop sales prices for some selected products. There are always desktop and laptop computer sales. Go to http://www.blackfriday.info/ads/ and glance through the ads from Best Buy, Staples, Circuit City and Office Max. They have a number of low end and high end computers. Trusted brands include: HP, Compaq - which is actually part of HP, Lenovo and Dell. Things you should look out for is a good CPU; I recommend Intel Core 2 Duo. The computer should have at least 1GB of RAM and a 120+GB hard drive. It should also come with builtin Wireless/LAN and DVD burner. HP, Compaq and Lenovo all offer under $1,000 laptops with these specifications.

Define cheap?
Does it need to be brand new? Refurbished models are returned to new quality, and cost loss.
Walmart often has some cheap models, but you can't always guarentee lasting quality. http://www.walmart.com/catalog/product.do?product_id=3504708
You will get more informative suggestions if you provide your acceptable price range and information about what your needs are in a laptop. What do you want to do with it, what features do you require.
