Well in American English its called a butterfly or a throttle slide depending on what type of carburetor you got. To answer your question: you open it enough for the engine to idle.

OMG please tell me you are not doing the work.. venturi thing? does this remind anyone else of the movie Doc Hollywood when the mechanic says, thats a porsche? I always wanted an excuse to open those metric tools.
