If no one candidate for president recieves a majority who chooses the president?

Correct. If no one receives a majority of the electoral college vote, the House selects the President, and the Senate selects the Vice President. In other words, it's possible a Pres and VP from different parties.

The electoral college always chooses the president. Many presidents have taken office with less than the majority vote.

Congress... of course they would have to have come out in an exact tie, which is totally impossible without a third or fourth candidate running.
