I live in a European country.The person who lives on the floor below mine wants me to change some installed devices(bathroom ventilator) in the house where I live and pay the rent for 3 years because she just moved in and the noise annoys her.My question first of all is:Is it a right of mine, protected by the law,not to open my door if I don't want to? 2)Can I call the police if this person comes up to my door kicking on it,shouting and calling me stupid in the middle of the night? and one last thing:If the same person cuts off the electricity in my apartment from an outside-of-the-apartment switch can I then call the police???

It sounds like harassment and you should definitely call the police if it continues.
Would it be a lot of work for you to change the ventilator?

I'm not 100% sure though I think the answer is yes, well at least here in the states. Kicking? Disturbing the peace. Shutting off the electricity can be counted under a number of offences. Again, I'm not completly sure about European law... The best answer that I can think of is to contact your local police department and ask them. Cheers!

You might want to call the police no matter what's going on there. You do not have to pay someone elses rent that I am aware of. You might want to seek legal counsel. Sounds like the noise that annoys them is the least of their problems. They may have mental illness. No one is allowed to cut off power no matter what country they live in. In the U.S. that is so very illegal. Whatever you do, don't take the law into your own hands. You'll just end up giving them what they wanted and that's to get rid of you. G'luck!

Of course you can call. I have no idea if they will do anything, but you can always call. It seems to me that if you rent, your landlord should be responsible for the bathroom ventilator.

Based on what you said, the person can probably be charged with vandalism and forced to pay for repairs.

Note: I have lived my entire life in the US. Any answers relating the Europe are just a guess.

It would probably be better if you just moved if you can.
