I'm just wondering about this because, I've heard that some of the most popular slogans we see today were written by people outside of the company.

Advertising agencies probably research, create, and suggest many of the new slogans to companies. Advertising agencies sometimes use independent contractors for creative input.

Yes, almost all slogans and advertising campaigns are done by people outside the company...namely advertising agencies hired by the company to design an ad campaign.

Examples:

"Just Do It", by Wieden+Kennedy for Nike

"A Diamond is Forever", by N W Ayer for DeBeers

"When It Absolutely, Positively Has To Be There Overnight", by Ally & Gargano for FedEx

"It's the Real Thing", by McCann-Erickson for Coca-Cola.
