Depending on the breed of turtle if the snake ventured into the water the snake would be a easy meal and no match for the turtle in water and the snake can't really hurt the turtle so i don't think its a good idea.

They won't fight, garter snakes eat earthworms and turtles eat vegetables. They should coexist just fine, unless the turtle wants a bite of the snake, which I doubt would happen. By the way, they will stay awake during the winter if they're inside...since it's warm, they probably won't go into hibernation.

Well, turtles tend to be very neat, whereas snakes tend to be messy. Thus, while the turtle is vacuuming, dusting, scrubbing, and shouting, "Hey, ever heard of a coaster??", the snake will just be watching TV, getting crumbs everywhere, and driving poor Mr. Turtle crazy. It would be way too "Felix and Oscar". Give them separate tanks.

King's want vertical habitats, while turtles want water tanks (unless you mean a box turtle or tortoise).

It is never recommended that you mix animals that have such different needs- it is just not smart on the home keeper's level.
