Is it true that you can be naked in Los Angeles and won't get arrested?

I remember hearing a story that Pamala Anderson was naked in her car and nobody cared except a reverend that seen her. I guess he went to the police and all they did was make her apologize to him. So i'm guessing its not illegal to be naked in public in LA?

It is illegal but with a murder on every street corner it does not get much attention.
