With combinations the first event has no influence on subsequent events (throwing a die and getting a 6 does not stop you getting a six with the second throw).
With Permutations each event influences the subsequent events (drawing a king of diamonds means that you are the only one with it, in a hand of poker). The order may not be important but each event is not independent.

For permuations the order of events is important therefore you will use a different equation that will yield more outcomes.

For example you want to arrange picture frames A B C on a mantle. Ordering them A C B is different from ordering them C B A even though you are using the same items. These are seperate events and should be counted seperately.

For combinations the order is not important and you cannot repeat items in a different order. This will yield less outcomes.

For example if you order a pizza with "sausage and pepperoni" this will be the same as a pizza you ordered with "pepperoni and sausage." Therefore these are not seperate events.

In permutations, the order of the items matters. In combinations, the order does not matter, only the items in the combination.
