Let's go through the uncertainties.

What I think you are looking for is based on the meter stick itself. This would be 1/2 of the smallest set of lines shown on the stick. E.g., if it had a line every millimeter, your accuracy would be +/- 1/2 millimeter

Other uncertainties could be (i) accuracy of manufacturing, (ii) thermal expansion and (iii) proper care and storage.
