I wish I could remember from what region of Africa this was done, but the man is taking part in a traditional dance. He plays the part of a bird. (of course) Others wore other headdresses, representing other features of their culture.

This is no different than our cultures' dressing up for Halloween, Santa Claus for Xmas, leprechaun hats on St. Patrick's day, white wigs for Independance day celebrations or, even, cheese heads at football games. These are, all, part of our culture, whether religious, or secular.

It's a birds head straped to some ones head. Sadly my african harritage and knowledge dosen't go back that far, and then my family may not be of the same tribe. but yeah, that is deffenatly a dead bird head straped to his head.
