Have good pressure outside the house. the house is on a water well, could it be that the well is to far from the house.

It's usually the other way around if it's mineral deposits because the minerals will scale up pipes much faster where the water is hot. Calcium and magnesium are much less soluble in hot water.
So, it's either the faucets themselves or, and I suspect this, there is a filter on the cold water system that is needs to be changed or cleaned. The only other possibility is the size of the cold water piping and the design.

Could be the cold water faucets. If you have galvanized water lines, they could be closing up and you will need a plumber to determine that unless you really know what you are doing. If it were the pressure switch, you wouldn't have cold or hot water.

Corroded or mineral blockage in the pipes.
