So far, once they've murdered, at that point they've lost certain rights.
So the laws would have to be changed. Obstruction of justice would be a catch 22 wouldnt it? The murderer would be guilty of obstruction if they didnt leave a note saying who they were and where they live. I mean, how is justice served by the murderer hiding?
FOR SURE, I think the murderer would have to show how they were harmed by not being caught, that is, if the murderer still has rights UNTIL they are caught.
There have been successful cases of home invaders suing the homeowner for their injuries. Inane, but its happened.
I'm pretty sure thats why homeowners know that if someone is attempting to break in, the homeowner has to wait until the invader is IN before they can blow their head off. You just cant blow their face off if they're just part of the way in. I believe in partial head obliteration, but, the law doesnt work that way.
edit: not at all.

Yeah, the PC brigade will help them to do it. Then there will be a new law where you can be accused of infringing a murderer's human rights.

i agree! With the way the law works at the minute it won't be long!!!
But not at the minute. Because a murderers aim isn't to be caught, but to kill somone.

Ah, but if they did, then at the court case, the cops would arrest them then, and there would be no case! so maybe thats why they dont do it?
