i tried like 999,999,999 billion times and nothin works. I need your help please.

some people had to complete the whole game on normal and get the achievement for doing so before this skull would appear
also the turret gunner on the anti-air wraith sometimes drops a deployable cover when you kill him, grab the cover, deploy it facing the storage tank, jump on top of the cover and then the tank, a little faster and easier than grenade jumping or warthog surfing with the other wraith shooting at you

Go to the level named "The Storm." At the part where you are supposed to destroy the first Anti-Air Wraith, There is a round structure next to the Anti-Air Wraith. The skull is on top of it. You have use a grenade jump to reach it. Make sure you kill all of your marines so that they don't kill the Anti- Air Wraith, because the skull disappears when the Anti-Air Wraith is destroyed.

It's bugged, try and find a friend to do co-op with and it should be there.
