For most plants, 8-10 hours is good, but it may lead to massive algae growth, in which case you should lessen the duration of lighting. Hardier plants can do with less lighting, so it depends on your plants too. The fish aren't reliant on the lamps as long as they get some amount of ambient (NOT direct) sunlight.

However.... do a search on your tank size and types of plants and fish. I believe it also has something to do with the type of light you have.
