Call the Police first shut the curtain and then I would get my gun if I had one. But If I knew who you were then I'd probably go outside and find out what the*** you were up to!!!

My next door neighbor used to stare into my window every single time he walked past to his door, next door. Annoying yes, but not exactly criminal. As long as he kept moving and was not on my private property, not much I could do.
Now if he plants himself and stares, that's another thing. And if he is planted on my property, I definitely call the police.
But his staring in my window does not cause me to be afraid for my life. So no, I won't shoot him.
