yes, but it is dependnt on the injector size and bandwidth, the fuel pressure regulator settings and the diameter of the supply lines.

the more air drawn into the cylinder the the more fuel is used. a set amount of fuel is injected every time.

Absolutely. This would aslo be a preformance upgrade. Also be advised that the correct air to fuel mixture is necessary to operate at peak.
