yeah the fuse isnt the problem. when you put the switch back in you didnt surpress the botton for the horn. you probably didnt even know it was there. i'm going to post a link with a walk through and pics. just scroll down to where it shows how to put it back in.

I agree with the last answer of checking the fuse first. I have worked for Pontiac dealers and have diagnosed many grand am horn in-op problems. Unfortunately I have seen the horns them selves go bad, the horn relay fail and also the horn contacts in the horn pad fail as well. But defiantly start with the fuse.

You probably damaged the little pin for the horn that sticks out a little bit at the top of the switch. If you don't hold it down while slipping it back in, it breaks. You will have to replace the switch to fix it if that's what happened. Test the circuits first.
