why does the wind in the winter make noise when the same wind in the summer does not?

the wind is harder in the summer. also people often wear hoods which resonate with the wind (try stroking a hood with you finger to see).

because what you are hearing is the wind whistling in the bare branches, rather than rustling leaves, which is quieter.

ARE YOU REFERRING TO THE RATTLING OF THE LEAVES ON THE TREES WHICH ARE ABSENT IN THE WINTER.
