I have no idea on what kind of neuron change would cause this but whatever happend to cause communication. Communication between individuals led to the reason why humans are able to make tribes which led to communities and society. Living in large groups increases survival rates.

Evolution occurs through natural selection and mutation in each generation. Also changes in the Hox gene sequence are also important, but thats more over a longer period of time, for example hunderds of thousands of years.

Mutation is pretty important because mutations can bring about totally new characteristics. By far, mutations are not beneficial, but the tiny percentage of mutations that are beneficial have a big impact.
