how could have congress stop slavery, without the civil war happing??//

Legally, yes. Practically, no. If there had been an overwhelming sentiment against it, congress could have acted, but the country was still balancing one free state to one slave state so elimination of slavery was not an option.

No way no how.
I'll bet you believe that the war was over slavery.
Ever heard of states rights. They are a very important part of our constitution.
When I encounter people that only know the revisionist history side of the story I have a couple of real simple questions to see if they even have a clue.

Why was the Emancipation proclamation not passed for over 1 full year after the war began.

Why did the Emancipation Proclamation only free the slave held in the rebellious states not the other non rebellious states and there were slaves in those states.

Because the war wasn't going that well for the North and by legally liberating around 5 million slaves you have just forced the enemy to keep troops at home and on patrols that otherwise could have been used against you offensively.

Was pure politics.
Both England and France were doing business with the Southern states and we were asking France for at least naval support to break the Northern blockade as they had us bottled up and it was hurting us bad.
France and England had both outlawed slavery years before and it was well known that their citizens would not stand for them spending blood and treasure in support of a nation with slaves against one supposedly trying to free the slaves.

Your assumption that the United States government started a war with the South to stop slavery is incorrect. The Emancipation Proclamation was a brilliant piece of propaganda that helped galvanize opinion in the North.

I'd suggest that you read up on your history.

First, remember that the congress didn't have much of a hand in stopping slavery. That credit goes primarily to the president.

However even if congress had tried to pass some anti-slavery legislation it would have either failed to pass due to the number of votes required or *caused* the southern states to secede.

Slavery would have ended regardless of the war. The end of slavery was called for by the moral majority.
