Are you sure you do not mean "The Transmigration of Souls" by Adams?

You must mean the piece entitled "On the Transmigration of Souls" by the American composer John Adams (b 1947). Adams wrote this piece as a direct response to the 9/11 attacks and it was commissioned by the New York Philharmonic and the Lincoln Center.
