Old Science class experiment.

We took 9 volt batteries and added leads, put the leads in water and collected the bubbles that eminated from each of these leads into test tubes. One test tube filled up twice as fast (hydrogen) as the other (oxygen).

You don't "make" it. What you do is separate hydrogen from the compound that it's in. In high school science class you ran an electric current through water in the proper device and you were able to separate the hydrogen ions from the oxygen ions that make up water or H2O. That is called "electrolysis".
GE is working on a new electrolysis process that will use a form of plastic called "Noryl". It promises to greatly reduce the cost of hydrogen production, but is still in an early stage of development. Call back in about eight years.
