I definitely wouldnt say it's the highest form.
However, I think it is a form of flattery.
It's probably the highest form of an annoying flattery.

If you are being imitated, I think it is flattering. Hopefully, the imitation is of a good trait. It means someone considers you favorably, and thinks highly of you.
