Yes..either one brand or at most 2...
Because with all three brands running..WWE has some more untalented wrestlers and it is very hard for the writers to find good storylines for each brand..
One brand will mean better storylines, better and more entertaining matches and more releases...
WWE cannot pay 60 superstars since only the 25 will be in action...
Look back in the attitude era and before in the 80's..we had great matches..some of the best of all time and amazing storylines..Now it is hard to name a match that it will be remember over the years. From each year from the beginning of the 80's to the end of the attitude era you can name so many matches each year and storylines...
From 2005..except from Wrestlemania(which always is Wrestlemania..just chillin') you can hradly find a match to mention...
Anyways, one brand will be perfect in my eyes but i think it's a little bit difficult for the World Wrestling Entertainment to do it right now..Maybe if the will close one brand now..and one the other after 1 year....
As for the belts i think that the titles you named are enough.
WWE Undisputed Championship
WWE Tag Team Championship
Intercontinental Championship
Womens Championship
Cruiserweight Championship(the WWE making a mistake that has currently the Cruiserweight Division inactive.)
and why not the Hardcore Championship..it was fun to watch them run each other and looking for the title..

I think there isn't enough talent right now for 3 brands, but I also believe that there is way too much for one. Plus I think the World Heavyweight Title has too much prestige to just dump it. The only titles that I don't like at the moment are the World Tag titles and the Cruiserweight. Only because there isn't enough depth within the Smackdown roster to hold those down. So, to further add to your question I do like seeing Smackdown wrestlers on ECW and vice versa.

Yes and No.
It Would be Great to See New Fueds, Title Contenders Ect. But ALOT of Mid-Carders Like Carlito, Benjamin, Burke, Ect. Wont Even Be Mid-Carders Any More, They'll be Released Probably..

They should, but they're not. They'd be forced to cut a lot of good talent, and besides, the Brand Extension not only gets them more money, but it's their ace in the hole for whenever they get some competition. The moment TNA or some other company starts giving them trouble, just pull the brand extension and you've got some good drawing feuds again.

Yes, but that would entail firing a lot of people, and cutting into some of the breaks people get during the week. They NEED to, but for the talent's sake, they're better off staying the way they are.
