Spray some W.D. 40 on it and let it sit for awhile, Once you have it open or closed spray it again turn it on and off a few times, to get it loose , then I would use some light gresse on the stem or plombers greese to be sure this wo,nt happen again. Go SLOWLY

Whatever you do, don't hit it with a hammer. Try loosening the little nut on the top of the valve (packing nut) then try turning it. After you've loosened the nut then you should be able to move it a bit more freely. Remember when you've done what you need to do then make sure you tighten this packing nut back up or it will probably start to drip or leak.

If it is a gate valve, loosen the packing nut.
