I have three Cali kings. When they are small, sometimes it's tough to get them to eat. Try offering a live one (if it's a hatchling, use an extra small instead of a normal one). I don't recommend continuing the live mice since adults can be harmful to your snake. However, difficult feeders sometimes just need something live to kick start feeding for them. I have one that used to be afraid of the frozen ones I dangled in front of him, mainly because it was dangled above him instead of him being able to look at it at eye level. Keep your eyes peeled for signs of shedding, though. If he's shedding, he probably won't eat until he's done. (About a week or so from start of being milky to actual shed.)

It may be sick or just a difficult feeder. I would suggest going to the corn snake forum, as kings and corns are very similar in care, and searching for feeding problems. They have a wealth of info on this subject and offer many tips and tricks to encourage eating. If nothing helps, a trip to an experienced reptile vet is needed. Make sure your setup and temperatures are correct as well.

Your snake could have mites... sometime mites affect how they eat... chec under its chin to see if thre are any... (they look like black dots wiht legs) or hemight just be shy so put a towel or something over the seperate container your supposed to be feeding it in..
