You have to check if there is any limiting reactant in problems like this one. To do that, convert every thing to moles.
The molar mass of NO: 30.006 g/mol
The molar mass of O2: 32.000 g/mol
18.49 g of NO = 0.6162 mole
13.15 g of O2 = 0.4109 mole
Since one mole of O2 would react with two moles of NO:
O2 + 2NO ==> 2NO2
NO is the limiting reactant.
Since the molar mass of NO2 is: 46.006, 0.6162 mole NO2 = 28.35 g NO2.
