1. Constitutional laws and brief history of major reforms
This is a safe topic that has lots of online references you can quote. There are also enough major points of reform that you can easily make 4000 words before you realize it.
a. Constitution passed in 1789 - only provided the powers and authorities of the three branches of federal government

b. Bill of Rights adopted by the States in 1791 - defined the rights of the people and restricted the federal government from imposing on the rights of the states/people
c. 14th Amendment 1868 - expanded Bill of Rights where States ALSO had to provide equal protection of the laws to all persons without unfair discrimination
d. Civil Rights Act 1964 - expanded this further to ALL public institutions that could not discriminate against equal access

And you can conclude with where we are today. That now people are complaining that Corporations have too much power as influencing or controlling government, and need to respect civil Constitutional rights of the people, and that immigration laws violate inalienable rights that belong to all people. So the challenge today is to expand civil rights across the lines to include all people, where all citizens are equally protected instead of corporations and governments having unbalanced and unchecked control while the consent of the people is being overrun or overruled. Something like that.

If you divide 4000 words in A B C D that's about 1000 each.
with an intro and conclusion, I think you should have no problem filling out your paper, and you will have enough facts and quotations from actual laws (Amendments 1-10 and 14, plus summary of Constitution and Civil Right Act) that you should be able to demonstrate to your teacher you know how to cite sources.

The basic idea is that since Constitutional laws define a social contract between people and government, and since the worldview of "people" changes from property owners to citizens to all people worldwide, then the powers of government and the powers of the people are also changing and expanding toward global democracy. So these changes are reflected in reforms to Constitutional laws where the responsibility has expanded as shown above. You can also make a visual timeline, which your teacher might appreciate.
