He's been saying this for close to seven years now. So far, there's been no proof that he's even started scouting. Hogan's just blowing smoke rings to get attention.
If he did start it, he claims that it would be more of an off-television touring thing with older stars from his past that he has good relationships with (i.e.-Scott Hall, Paul "Big Show" Wight, and Kevin Nash). The only real proof out there showing that he's even seriously considering opening his own promotion is recently he patented Paul Wights Tennessee independent moniker, Paul "the Great" Wight, which isn't enough to sway me to believe that he's going to actually GET Wight back into wrestling, muchless start his own promotion.
Final word on it though is I'll believe it when I see it. He's made claims since WCW closed that he and Ted Turner have been talking about opening a new promotion, but talk is cheap, opening an indy is not. Even if he got it up and running, I doubt anyone would want to pay to see the Outsiders and Paul Wight squash a bunch of young up-and-comers, after all, that's why people quit watching WCW.

He would like to open a wrestling promotion to go against Vince but he doesn't have that much money to lose. And the first few years he would lose tons of money. I really don't think he is willing to do that just to get back at Vince. At some point him and Vince (Actually mostly Stephanie) will kiss and make up.

It was in a British newspaper, "The Sun".
He claims he has about half the money needed to launch his own federation, and thinks that it will "wipe the floor" with WWE, or something along those lines.

I actually hope he does because he ruled wrestling in the 80's so he would be a good wrestler and know wrestling.
