Normally I would answer this question differently; but because you're going for New Year's Eve, I assume you'll want to be in the thick of all the revelry.

Accordingly, there's only one place to be: The Grande Place (Grot Markt), which will be the epicenter of New Year's celebrations in the city.

I spent one New Year's there, and they had a large skating rink set up in the middle of it all, with a wonderful performance by a Russian ice skating troupe. At the stroke of midnight, there's a collective uncorking of thousands of champagne bottles (be sure to buy yours in advance), and jubilation ensues. It's a delightfully festive atmosphere, but not as crazy as some venues around the world (such as New York's Times Square).

Afterwards, stroll towards Manequin Pis, and you'll find all manner of excellent restaurants and pubs in all price ranges. If you want something special, book a reservation at Le Cigne for dinner . . . it's right in the middle of the Grande Place, and it's one of the best tables in all of Europe.
