Prepare a business plan explaining your proposed activities in both descriptive and in financial terms for three to ten years hence.
Unless you are very lucky (and find a fairy godmother!) the lender will expect a return on his/her cash to reflect both the risk they take and the loss of interest should they have retained the loan.
Typically this would be at the rate of between 25-40% aannually - a cost which should be included in your plan.
£250 is, for a new business an exceptionally small sum to start up (More typically £20,000 upwards - there will probably be many costs which you have neglected to include. The plan must appear realistic. Although I cannot judge your request without a lot more detail you will almost certainly need to prove the need for a far higher sum in order to obtain finance. Strangely a request for £25,000 plus with a detailed plan is far more likely to attract interest and to succeed than that for a lesser sum.
If you are serious think it through, get help with your proposals - and good luck.

£250 isn't that hard to obtain by working - if you're beaten before you start, forget this business enterprise - you'll be useless.
