not online, the closest thing to it i can think of is HSN.COM

they have something called FLEX PAY. Certain items they give you an option of paying all at once or they can charge your card in monthly installments (for no extra charge) check it out....

Not that I'm aware of but get a reloadable gift card to Walmart or whatever and add to it until you have enough to purchase the item you wish.
