Many will point you to those hire a freelancer sites that will charge you pennies on the dollar, I don't trust those sites after many people I know have not been satisfied with the quality of work and the time frame where deadlines have not been met.
You can also find people on here as well. Though it's apparently a ToS violation to solicit work if you're a freelancer here, or there are those who will report a post violation if there is anything like that on here.
Best thing is to find someone local in your area, a freelancer or firm. Or, if outside your area, check out their work thoroughly and get references.
