if the receiver turns the phone off and you send a text, they will get the message when they turn their phone back on

Cell phones "log on" to the network when they are turned on. This is why you can travel to other areas and your phone will ring when you are anywhere that has your service. The network computer keeps track of where you are and whether the phone is off or on. This is why authorities can track cell phones. There is a log of what "cell tower" you cell phone is using when you make a call or send text. When the phone is off, the network sends the calls and texts to a "mail outbox" and when you logon then the phone is told that you have a text or voice mail. So the short answer is YES.
