I have an nvidia geforce go 6150, which has 128 mb of dedicated memory. Right now, there is 271 mb of shared system memory, for a total of 399mb of graphics memory. However, it is supposed to provide up to 559 mb of total graphics memory. So, how exactly do I increase the total shared system memory?

You can't change the amount of video RAM used on your laptop.

But, you can add more system RAM for use by Windows, to improve overall performance. I'm not sure how much total RAM your system has right now.

Use their "Memory Advisor Tool" to identify your PC's RAM by make and model OR by Scanning your PC (Cool!). 640MB to 1 GB RAM would give you about a 10% boost.

Then, buy new RAM from them (or Kensington, Ultra, etc.) online or take the RAM specs to a local computer store.
