The first number is the width of the fat part of your tire in mm. To change to inches devide by 25.4. The 70 or 75 in your case is side wall hight. Take the inches from the first number and multiply times the second in percent and this is how far between the wheel and the tread. time 2 for the top and bottom then add whell diameter (in your case 16 then you have the hight of the tire. Just guessing same hight and about 10mm narrower for the second tire.

245 or 255 is the outside dia.
R means radial
70 or 75 is the Width
16 or 15 or 14 is the rim size.

245 or 255 determonds the height
