6 of any other kind of tetra like glowlight, rummynose....
+
up to 6 cory cats (bottom feeder)
and forget the 1inch of fish per gallon of water, it's completely BS and just a myth

Usually as a rough rule of thumb, figure about an inch of fish per gallon of water in the tank. If you have just set the tank up, you will want to wait about a month before adding neon tetras. When you set up an aquarium, chemicals and other things change frequently, it's called the nitrogen cycle. At first it's just fish and water, then the fish start adding ammonia (very toxic) and bacteria and later the ammonia beaks down into nitrites and nitrates (less toxic, but not great in large quantities). Over the course of about 3-4 weeks, everything evens out and it is safe to add more fish. Never add too many at one time though or you will get an ammonia spike and may lose some fish. Also never overfeed or you will also get an ammonia spike. Ignore the instructions on the can of fish food, they just want to sell more food. Just feed a small amount once a day, a fish's stomach is about the size of it's stomach so they don't need much. Good luck!

Dwarf Gouramis get about 3in. So: 3 x 4 = 12inches of fish. 25 - 12 = 13. So you have 13 inches of fish left to put in your tank, about 13 neons.

well , 1 inch of fish per gallon, so if you have four dwarfs, thats about 8 inches, so you should be able to put a good size school of neons in there, about 8 of em and then you can still put in a few bottom feeders no problem

Why would someone answer "I don't know" ? The rule is an inch of adult size fish per gallon. I would understock by 3 or 4 fish, because the tank will be much cleaner and easier to take care of.

The general rule is one gallon per inch.
So if your goramis are 2 inches as an adult, that's 2 gallons per fish.
One thing about populating your fish tank.....watch the ammonia levels. You can put extra carbon granules into your filter which help with the ammonia. And good bacteria will help with the problem as well.
But if you use an ammonia detoxifier in your water, it will give false readings with your test strips.
