I'm tired of spending good money to unclog the bathroom pipes in this old home I'm renting, especially when they're nothing but very harsh chemicals that will eventually fing their way into the groung and ground water. Is there a safe AND effective way to handle this problem?

If it is just the tub or bath sink, simply remove the stopper and clean out the hair with needle nose pliers, and replace the stopper.
If it is further down the line, try a small sink plunger available at Lowe's for about 3 dollars.
Anything more than this should be the responsibility of the owner.
I maintain 364 apartments on a daily basis and tell all my residents NOT to use any drain cleaners. But rather call us.

Try Draincare by Zep. It is an enzyme cleaner. Enzymes cling to and eat organic clogs. Caustic drain cleaners eat a hole in the clog and go down to the main drainlines, leaving a partial clog to start the process all over again. Enzymes are the same thing that septic tanks use to clear the water of solids. Safe for all drain systems. many hardware and Home Centers carry it.
