She may mean that the two households share a network and she is able to access the webcam connected to the other household's computer.

Ask her.

More than likely she is using their wireless internet. If you have dial up and the neighbor has broadband she's probably using part of their band width to make her internet access faster. She might be just doing it to see if she can do it.

The neighbor would have to have their house wired with camera and other security devices for her to see into their house. If they have cameras and other security devices, she's not going to be on their network unless they gave her the passwords or she hacked in. It would defeat the purpose of having it in the first place.

Best bet is to ask her and then have her show you. It's good that she told you. It means you are aware of what she's doing so you can keep her safe.

She may be using their wi-fi (wireless internet access) connection. If they gave her the key (for WPA or, god forbid, WEP) then she's just using their bandwidth. If they didn't secure their internet connection with WPA or WEP then anybody can (and will) use their internet connection.

There is no downside to her as long as she's running her own firewall and anti-virus software on her computer. This is no different than using the wi-fi at starbucks - just cheaper.
