If it hasn't got a DVD Drive you can't play a physical DVD, However if you have the DVD stored on your hard drive as data then yes you can play that just using software, without the need of a DVD drive.

Your question is a little confusing.

Hardware wise, you always have to have a DVD-ROM at least to play DVD movies. DVD-RW's are very cheap now-a-days, so its easier to buy a reader/burner as apposed to just the ROM (reader). You must have the proper hardware technology to even read the DVD disks, they are very different from your basic CD-ROM disks.

However, with the hardware, you need some sort of software. Usually the DVD burners/readers will come with software disks, depending on where you buy them. Typically you'll see something like PowerDVD with it. There are numerous player softwares on the market, but PowerDVD seems to be the software du jour, and as I said, is packaged with most OEM and Retail drives.

No, you have to have a dvd drive to read the disc content as its a different format than a data cd.
Theres no other way. Plus dvd drives are extremely cheap so invest in a dvd writer not just a plain dvd drive. you can save normal data, mp3, jpgs, avi etc to a dvd & it will hold 4.7GB not just 700MB.

NO, because a DVD DRIVE uses a different laser to a CD, and you cannot read a DVD in a CD.

IF it's a desktop a DVD drive is cheap and easy to fit.,
If laptop, buy a USB2 DVD drive, ASSUMING laptop has USB2 ports, USB1.1 is NOT fast enough or DVD playback

no! u cant ,bcoz cd rom does not read high memory discks and their ray does not have high tendency to read this is the main reason,now-a-days dvds are mostly used but some people in the world use BD(Blue ray Disk) u know
