In Guild Wars how do u get from Factions to Night-Fall with a Factions character?

If it is possible...what lvl do I need to be, what person do I need to speak to, and which city do I need to head to?

Yes it is possible. You can take a quest from kaineng city to transfer to Kamadan. Just complete the quest. There should be a big pop up box when you enter Kaineng telling you where to pick up the quest.

not possible u must own factions and nightfall then play factions and then get to nightfall by asking some guy
