Should the WB/IMF and many donors firms trust the governments those independent firms? And why?

I am surprised with way governments handle the World Bank funds and a lot of cash is ended up consumed by the big men in the governments

My friends send me good answers and I see how such answers can be sent to the WB/IMF offices to enable the funds reach the intended persons with full authority

the WB/IMF tend to make the assumption that the political leaders of the various client states have the good of all their people at heart.

as has been demonstrated time and time again in tribal, religious, and clan dominated socieities, that simply isn't so.

they'd do better to promote free trade and cease all development "lending".
