i would like to know, what you have to do to determine which is the best solvent to use.

You have to carry out some entries to estabilish what's the best solvent: try different solvents or mixtures of different polarity and decide which is the best in relation with the efficience of the separation.

Paper chromatography works on the basis of affinity so if what you are trying to extract is non polar then consider using non polar solvents. If the fraction shows more affinity for the paper than for the solvent it won't travel as far as one which has more affinity for the solvent than the paper. The best solvent is the one which will give you the best separation. Perhaps a way is to gauge polarity & if say non polar then repeat expt. using 3 different non polar solvents.
