It seems that you and the two other persons who have already answered your question do not read newspapers.
Effective 01 OCT 2007, ECNR stamp is not required at all. In other words there is no need for any sort of ecnr stamp any longer unless you are going for employment in a foreign country.

as per latest indian government rules, you should have minimum elegibilty criteria to get the ECNR is passed HSC or above qualifications,
If you have passport already without ECNR, then go to the passport office fill the required appliction, that's it

the only requirements is ur studies certificate and 300 INR
thats all u gently go to passport office fill some application give it to counter within 4-5hrs u get ECNR
