Being should precede doing. For example, if you do all the right things externally, but your heart isn't right, you're a legalist a.k.a. a Pharisee. But if your heart, is right, your actions spring from your right-being. The actions that flow are right actions, not because they are forced, but because they reflect who you are.
This can be illustrated by the phrase "WWJD?" That's a trite saying that actually loses its meaning more and more every time it's repeated. What Jesus would do in any given situation is suspect because if we're honest, Jesus would be in many of the situations we put ourselves in by our ridiculous choices. A better question would be: "Who would Jesus be if He were me?" Being vs. doing.

Doing is something external wheras being is just it, what, or who you are. Doing is playing religion. Being refers to being in Christ. Please check out the studies in the Book of Romans, chapters 5, 6, 7 and 8 on this website for more details.

Doing: You kill a bunch of atheist bastards
Being: You pray for atheists to die with leucemia.
