In the phrase dodgy film in British English dodgy means what it always means, ie not good, not adequate. A dodgy oyster would be one that was going bad.

If it is a documentary, it may be inaccurate, or biased and therefore not to be trusted.
If it is an ordinary film , it means that the contents are objectionable because it contains violence or overtly sexual sequences.
In a certain context it might even designate a film which contains pornography or bestiality and would be banned by censors, or the ownership or import of which would be illegal and lead to prosecution.
