The best bet would be to visit the Canadian Embassy in Libya.

I can provide you with the Citizenship and Immigration Canada website, it has all the information that you need.
http://www.cic.gc.ca/

You first have to apply from within your own country.

It is much easier if you have a profession in the list of professions which are desired, then the whole process is much quicker. Read the website, talk to the people at the embassy. Its a long process so its best to look into it as soon as possible. I believe its around 6 months or so to get a job visa. Then from there, you can work on becoming a permanent resident or a citizen.

Also, if you have any other family members, you can ask them to sponsor you.

This question lacks clarity: Is your wife Canadian? if so, that might help. However you still need to contact the nearest Canadian embassy or consulate and ask about the necessary forms you might have to fill and get the necessary visa.
