Depends upon the recipe... some pizza doughs have a little more water than others so it could be a wet dough, especially if you're trying to make a thinner crust pizza.
Also, kneading and stickiness are two different things.
Kneading helps develop glutens.
Stickiness is due to the amount of moisture in your dough.
Do the "window pane" test to check if you've kneaded enough. From experience, 10 minutes should be fine.
Pick up the dough and see how thin you can stretch the center of the dough without it breaking. If the dough can be stretched thin without breaking where light can sort of shine through then you're done.
If it breaks right when you start, then you need to knead some more.
This image shows someone doing the window pane test. The dough can be stretched thin enough so you see light from the backside. That's when you know you've kneaded enough.

Kneading gets the air into it and that gives it a nice texture. If you do not knead the dough I expect it would be tough and chewy. Some recipes do say to knead for 20 minutes and others call for 2 minutes though so I guess it also depends on the ingredients in your pizza dough recipe.

You have not put enough flour in it and over kneading will make the dough tough. That is bad!

Your not using enough flour on your surface - you should leave it rise twice - and knead it till your hands hurt - Then you'll know it's ready to roll out and make your saucer for your tomatoe mix.
