You have to have a OUPV/6 pack Captain's License, Its the Law. If you get stopped by the coast guard without it, Your in BIG trouble.
To get that you have to take a course, have a current course in First aid/CPR, Enough seatime, and enough time and money to go through it all.
Then you have to get the insurance for your boat, and along with all the other provisions the USCG require you to have. First aid kits, USCG approved Type 1 Life vest (around 60-80 bucks a peice, not your normal type 3 ski vests!) Fire extinguishers, etc, etc.
Im not sure what Florida's requirements are, but here in Texas to be a guide I have to buy a special guide's license once a year in addtion to my fishing license for $200.
And this isn't all including the tackle, rods, and whatever else legal stuff you need to take care for starting your own business.

You have to have decent accidental death/dismemberment insurance.
If you are pulled by the coast guard "guiding" without a captains license you will be fined.
The Captains test isn't too hard, but it ain't easy either! You will have to study for it. You can't go in and "ace" it without some effort.
The insurance isn't cheap either. And you will need a ton of tackle, rods & reels, the right boat, Etc.
If it was as easy as you think every FLA boater would be a fishing guide! (lol)
Call a guide and ask them about it! They will set you straight!

The cost for the 4 passenger or less license is around 200 dollars and to have a vessel(for clients) license will be around 2000 dollars.
The license you may need is the 6 pack license and the test is kind of hard and it may be a good idea to go and check out one of the schools like Chapman's school of Seamanship!
This is all depending on what all you require for your charter service so good luck!

Go to your local city hall and find out. You may need occupational licenses, proof of insurance things like that. When I ran a business in Florida the rules changed from one town to the other.
To start you could go to www.myflorida.com its a great business resource to understand what you have to do on the state level. go to your county website to see what is required as well. Then go to the town city hall to see what else is required of you.
Some towns were highly regulated, while others had no regulations on doing business there.

well there is no real requirements other than making sure your boat is in working order and you have you boat registered and have a fishing license for your boat which you have to have to fish from it yourself anyway
other people do not need any fishing license as long as they fish only off your boat
